Right to Equality, Dignity & Non-Discrimination
Guarantees that no person with a disability shall be discriminated against on the ground of disability in any government or private enterprise.
Statutory Provisions:
- •The appropriate government shall ensure that persons with disabilities enjoy the right to equality, life with dignity, and respect for integrity equally with others.
- •No person with disability shall be deprived of his or her personal liberty only on the ground of disability.
- •Reasonable Accommodation: Employers, educational institutions, and public service providers are legally mandated to make necessary adjustments to support PwDs.

Section 40 - 46, RPwD Act 2016
Barrier-Free Physical & Digital Accessibility
Mandates that all public transport, buildings, healthcare facilities, websites, and digital apps comply with strict accessibility standards.
Statutory Provisions:
- •Public infrastructure must install tactile paving, ramps with standard slopes, accessible toilets, braille signage, and low-floor buses.
- •All government websites, public mobile applications, and digital portals must strictly comply with WCAG 2.1 Guidelines and GIGW standards.
- •Mandatory accessibility audits prior to granting occupancy certificates to public buildings.
Key Entitlements:
Right to demand ramp/lift installation in public offices
Right to accessible screen-reader-friendly digital forms
Audible transit announcements at railway stations and bus terminals
Section 6, Section 7, RPwD Act 2016
Protection from Cruelty, Exploitation & Harassment
Provides stringent penal action against any act of abuse, exploitation, violence, or intentional insult against PwDs.
Statutory Provisions:
- •Whoever intentionally insults or intimidates with intent to humiliate a person with disability in any place within public view shall be punishable with imprisonment up to 5 years.
- •Special Courts designated in every district for speedy trial of offences against persons with disabilities.
- •District Legal Services Authority (DLSA) must provide free legal aid to PwDs.
