5% Higher Education Reservation & Inclusive Education
Guarantees at least 5% seats reserved in all government and government-aided higher educational institutions.
Statutory Provisions:
- •All children with benchmark disabilities between 6 and 18 years have the right to free and compulsory education in a neighborhood school or special school.
- •Educational institutions must provide accessible campus buildings, accessible study materials, braille books, audiobooks, and sign language interpreters.
- •Upper age relaxation of 5 years for admission to higher educational institutes.
Section 34, RPwD Act 2016
Mandatory 4% Employment Reservation in Government Jobs
Requires all government establishments to reserve at least 4% of total vacancies for benchmark disability categories.
Statutory Provisions:
- •1% for blindness and low vision.
- •1% for deaf and hard of hearing.
- •1% for locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims, and muscular dystrophy.
- •1% for autism, intellectual disability, specific learning disability, mental illness, and multiple disabilities.

Free Exam Scribe & Compensatory Time
Candidates with benchmark disabilities have the right to choose their own scribe or request one from the examining body for all competitive exams.
Statutory Provisions:
- •Compensatory time of 20 minutes per hour of examination is compulsory, whether a scribe is used or not.
- •No minimum educational restriction on scribes unless explicitly specified in guidelines.
- •Flexibility in choosing language and mode of examination (computer-based with screen reader or braille paper).
